No - no evidence that the case, and a lot of things that suggest it is not. For example, check out some parts of Africa where circumcision is common, but they have big problems with HIV.
The only way to prevent sexually transmitted diseases is to note that it does not cut off parts of their todger.
In addition, genital cancer in men, more or less confined to the love of potatoes - and the removal of the foreskin has no effect on them forever.
